Training for Trainers

ENEMO is happy to announce a call for eight participants of a Training for Trainers (ToT). The training invites qualified ENEMO observers to receive a training on how to conduct a training for the Long Term Observers. Following the ToT, scheduled for the end of July, the two distinguished participants of the training will be invited to conduct a pilot training for up to twenty participants.

Background:

Over the last couple years, ENEMO has been undergoing a comprehensive internal capacity building and institutional strengthening aimed at establishing ENEMO as strong and self-sustainable organization with better structure for governance and execution.  Along with this efforts, ENEMO intends to improve its election related activities.

The latest ENEMO experience in organizing a mission has revealed a need of introducing a Long-Term Observer (LTO) trainings in order to better ensure understanding of ENEMO methodology, improve quality of reporting and therefore the quality of the long-term observation.  While individually qualified as observers, coming from different countries, ENEMO LTOs have different observation and reporting methodologies, methods and skills and reporting habits.  Although LTO briefings at the beginning of a particular mission provide framework for LTOs for reporting, the briefing does not serve as a comprehensive training.

That is why the project - “Training for Long Term Observers” envisions advancing skills of potential ENEMO observers through standardized LTO trainings and contributing to improved observation and higher quality reporting during ENEMO missions.  The standardized LTO trainings will enable ENEMO to improve the skills of potential observers and have a wider pool of trained and qualified candidates available for its missions.

About the training:

Training of Trainers (ToT) will gather eight participants from the Network that are going to be future trainers of ENEMO long term observers for the upcoming missoins. The participants will get acquainted with the standardized LTO training methodology and gain practical tools for conducting trainings.

The training will take place in Georgia in the end of July and last for three days. The ToT will be conducted by two experienced consultant trainers, who will work on the LTO training methodology, design training module, training manual and other materials and conduct a three day Training of Trainers (ToT) for the group of eight trainers in Georgia.

Upon completion of the ToT, in the frame of the “ENEMO Training for Long Term Observers”, a pilot training will be conducted in Georgia in the end of August of in September. The pilot training will last for 3-4 days and will gather for up to 20 participants. The trainers will be conducted by the trainers selected from the participants of the ToT. As the activity envisions developing the training skills of a person it is expected that the trainers of pilot training will work on voluntary bases. While planning the pilot training, the trainers will receive guidance from the consultant trainers of the ToT.

Purpose:

  • Improving skills of potential ENEMO observers through LTO trainings;
  • Testing and improving the LTO training methodology through ToT and Pilot Training sessions.

 

Necessary Qualifications:

  • Experience of working at international election observation mission (ENEMO, OSCE or other) as a core team member or LTO, full understanding of the international observation standards
  • Demonstrated experience of designing, developing and conducting trainings; 
  • Good understanding of ENEMO observation methodology (an experience of being as a HoM, DHoM, Elections’ expert, CEC Observer, LTO Coordinator, and/or as LTO during an ENEMO mission);
  • Excellent communication skills both verbal and written;
  • Excellent written and spoken command of English;
  • Good command of MS Office, google docs, dropbox, etc.

 

Practicalities:

Team of trainers:

The ToT will be conducted by two experienced trainers in election sphere - Florin Poenaru and Krisztina Bozso. Mr Poenaru has been collaborating with ENEMO since 2004. During this time he was part of five monitoring missions as ENEMO Core Team member. In four of them as an LTO coordinator, where he was conducting briefings/trainings for LTOs. Ms. Bozso is an experience trainer who has worked with UN agencies EU Election Observation Mission OSCE mission as Electoral Affairs Officer, Capacity Building and Training Advisor.

Participation costs:

There is no participation fee for TOT. The project covers traveling, and accommodation costs.  Per diem for food will be distributed as well.

Organizer:

Project is managed by Tbilisi based ENEMO Secretary General organization- International Society For Fair Elections and Democracy (ISFED).

How to Apply

Each member organization of ENEMO is expected to nominate maximum two participants for the ToT till June 27, 2016 to hr@enemo.eu.  Indicate in subject: “[name of organization] nominee”.

The application package should contain:

  • CV of an applicant;
  • 2 referees and their occupation and contact information indicated in a CV;
  • Statement of motivation (300-500 words);

Ideal applicants will have a track record of designing and conducting trainings, experience of election observation with local or international missions, good understanding of the region, and knowledge of English language.

The selection will be conducted by the Secretariat of ENEMO. The Secretariat will try its best to ensure that all organizations are represented in the training either having a representative as a trainer or as a participant of ToT or a Pilot Training.
